Fed:Study links obesity to brain disorder

SYDNEY, Aug 24 AAP - It seems an odd idea, but scientists believe giving obese people
the same psychological counselling as those with anorexia nervosa could help their weight
battle.

The Australian scientists came up with the theory after discovering that although obese
people and anorexics weigh in at opposite ends of the scales, they share a similar condition
affecting the brain.

Both groups have executive function disorders (EFD), which means they have problems
organising their daily lives.

Previous studies have linked anorexia to EFD, with scientists pointing to the rigidity
and tight control those with the eating disorder exert over not just food but their entire
lives as evidence of the brain disorder.

Researchers from the University of NSW (UNSW) reviewed 38 studies on obesity and high-level
brain functions and found obese people were prone to EFD.

But whereas EFD can make anorexics keep a tight rein on things, it is the opposite
for obese people, who are often too flexible and find it difficult to solve problems and
achieve goals.

When it comes to food, the scientists believe EFD can play havoc with an obese person's
ability to plan diets and their ability to associate bad food choices with weight gain.

For anorexics, there has been some success in treating them using a type of psychological
counselling known as cognitive remediation therapy, which strengthens their thinking skills
in the hope they will become more flexible in their lives.

The therapy was developed at King's College London and is also used to treat people
with schizophrenia and attention deficit hyperactivity disorder.

The UNSW researchers believe similar success could be achieved with obese people and
help improve their planning skills and eating behaviour.

Lead researcher Evelyn Smith said obesity was in part a brain disorder and not simply
down to a lifestyle of too much food and too little exercise.

She said that with no cure for obesity and the failure of diets, education and exercise
programs to help obese people shed their excess weight for good, cognitive remediation
therapy was worth investigating as a treatment option.

"Dieting is difficult," Dr Smith, whose findings on obesity and EFD were published
by the international journal Obesity Reviews, told AAP.

"So together with cognitive remediation therapy they might be able to maintain their
diet for a long period of time and change their lifestyle behaviours which have been maintaining
their obesity."

Dr Smith has launched a trial involving 10 obese people undergoing two weekly sessions
of cognitive remediation therapy for a month to see if it helps them lose weight.

Her colleague Lesley Campbell, an obesity expert and UNSW conjoint professor, said
it was hard to know if the therapy sessions would work, but given the lack of successful
treatment options it was worth a go.

"We have to try and get the concept out there that obesity is not about a group of
people willfully overeating," Professor Campbell said.

"There's something in the brain that makes it difficult.

"It's a very desperate situation so (using cognitive remediation therapy is) something
that is worth trying."

BRISBANE, Feb 21 AAP - Australia's medicines regulator, the Therapeutic Goods Administration
(TGA), has decided against re-classifying the controversial sleeping pill Stilnox, instead
ordering boxes to carry warnings.

The TGA's National Drugs and Poisons Schedule Committee today considered whether to
reschedule zolpidem, sold as Stilnox in Australia, to schedule eight, making it as difficult
to obtain as drugs such as rohypnol.

Zolpidem is currently a schedule four prescription medicine.

It follows reports of bizarre and sometimes dangerous …

MELBOURNE, April 27 AAP - Victorian Premier Ted Baillieu has refused to guarantee he
won't trim the public sector by attrition, less than a week out from the state budget.

Announcing an extra $100 million over four years for school maintenance, the premier
would not clarify his position on whether the number of public service jobs - such as
child protection workers and teachers - would drop over time as a result of staff not
being replaced when they left.

"I'm simply saying what I have said before is we're not looking to reduce any frontline
services," he told reporters in Melbourne on Wednesday.

"I'm saying when the state grows, employment grows.

"I am sure there will be changes but I'm not going to pre-empt the budget," Mr Baillieu said.

The coalition has released an interim report from an independent panel of experts it
commissioned to examine Victoria's finances.

The panel, headed by Dr Michael Vertigan, warns if the state continues down the path
of spending outstripping revenue, the government will be forced to borrow just to pay
ongoing expenses, like public servants' wages, by 2015/16.

Mr Baillieu said the government remained committed to the parameters it set itself
before winning office last November, including delivering annual minimum surpluses of
$100 million over the next four years.

of a man in an industrial accident on the Gold Coast.

Emergency crews were called to a truck parking yard on Eastlake Street at Carrara yesterday
afternoon, where a man was caught in a forklift.

The 48-year-old Surfers Paradise man died as a result of his injuries, police said.

Vogue magazine had already said it would not feature Monika in its coverage of Australian
Fashion Week (AFW) and had called for all models appearing at the event to be aged 16
years and older.

AFW founder Simon Lock said the event was happy to adapt its policies at the community's request.

"Policies are constantly revisited and endorsed by the AFW's industry advisory board
to ensure the event best served the industry and reflected community attitudes towards
issues surrounding the fashion industry," he said in a statement.

Earlier today the NSW government said it was "comfortable" with the teenager modelling
in AFW, provided organisers complied with their legal obligations.

NSW Community Services Minister Kevin Greene said the organisers of AFW would have
to work with the Children's Guardian to ensure that Monika worked within set guidelines.

These included ensuring she was given frequent breaks, worked shorter hours than adults
and did not appear in "inappropriate" situations.

"As long as those standards are maintained, and she works within the requirements of
our legislation under the guidance of the Children's Guardian, then NSW is comfortable,"

Mr Greene said.

"We are proud of fashion week, but we need to make sure that the involvement of child
models is within the guidelines."

NSW Opposition Leader Barry O'Farrell had said he supported the stance taken by Vogue
magazine and the suggested use of Monika during AFW was "simply unacceptable".

"The fashion industry made it clear that no models should be employed under 16 and
that's where it ought to end," Mr O'Farrell told reporters.

"Those who employed a 14-year-old have a lot to answer at a time when particularly
young girls are under enormous stress in relation to body image."

made by the first president of the Republic of Turkey, Mustafa Kemal Ataturk.

Mr Ataturk had led and inspired the Turkish forces at Gallipoli.

Fed: Federal MP's outburst prompts warning to Canberra Cabs

CANBERRA, Aug 17 AAP - Canberra's main taxi network could be stripped of its licence
unless it fixes its booking system which has been lambasted in federal parliament.

Labor MP Craig Emerson labelled Canberra Cabs' service "a joke" in parliament this week.

Dr Emerson said Parliament House was not recognised on the new voice activated booking
system, making it almost impossible to catch a cab from the most influential landmark
in the nation.

ACT Transport Minister John Hargreaves has now given Canberra Cabs until mid-November
to fix up the booking system.

If the system is not working properly by then, the company will face formal reprimands,
fines or at the most extreme level, its accreditation could be removed.

A spokeswoman for Dr Emerson welcomed the ACT government's action.

"See what 90 seconds can do," she said.

Qld: Palm rioters given bail but banned from funeral

TOWNSVILLE, Qld, Dec 6 AAP - Nineteen men given bail in a Queensland court today over
the Palm Island riot were banned from the funeral of the man whose death in custody sparked
the rampage.

Queensland's Chief Magistrate Marshall Irwin granted bail with strict conditions against
the group, including a total ban on visiting the north Queensland island which erupted
in the wake of the death of Cameron Doomadgee.

The Queensland Police Union tonight branded the decision "appalling".

Acting union president Denis Fitzpatrick accused Judge Irwin of putting the safety
of Queenslanders last.

Applause erupted in Townsville's District Court as Judge Irwin announced he was releasing
the alleged ringleader of the riot.

Father-of-five Lex Patrick Wotton, 37, was described in court as a leader and saviour
for the Palm Island community.

He was given bail despite police prosecutors arguing he had led a 300-strong crowd
against police on November 26.

Judge Irwin released Wotton - who is accused of lighting the fire which destroyed the
island's police station, barracks and court house - until a committal mention on March
10 next year.

Wotton faces three charges each of arson and serious assault of police and one of destroying
a building during a riot - which carries a maximum life sentence under Queensland law.

He is on strict bail conditions, including a night-time curfew, daily reporting to
police, an order to face the city's Aboriginal justice group and to be on his doorstep
at police request.

Wotton also was banned from attending any rallies or marches over the death in custody
and cannot leave Townsville without police permission until his trial.

Judge Irwin told the hearing it was "unfortunate" Wotton would miss the funeral as
peers had described him as a "role model".

"He gave up drinking 12 years ago and became a role model for his family and the entire
community who are in great need for men like him to lead them towards a better life,"

Judge Irwin told the court, reading from a reference.

Prosecutor Julia Cook said police were worried as a high-powered semi-automatic rifle
was still missing from the remains of the police barracks.

"Palm Island is known as a place where persons can hide in the hills to evade capture
for extended periods of time," Snr Sgt Cook told the court.

The police detailed graphic allegations of the riot for the first time today, claiming
the officer-in-charge's dog had to be destroyed after suffering injuries and distress.

Snr Sgt Cook said Wotton led a crowd to the police station after a community meeting
at midday on the day of the riot.

She alleged he came armed with two monkey wrenches which he used to smash the windows
of the station while the crowd hurled rocks and yelled racial abuse.

Ten officers inside blocked the windows and doors with a filing cabinet and table.

"The police officers inside were in fear for their lives," Snr Sgt Cook said.

She said they fled the station and barricaded themselves in a garage in the barracks
with 10 other police officers who had been on the night shift.

They fashioned weapons out of pool cues, upended the pool table to block the door and
used mattresses to cover the windows as rocks were pelted at the building, she said.

Wotton allegedly used petrol to torch a police car at the station.

Snr Sgt Cook said senior police tried to calm the crowd but were given an hour to leave
the island by Wotton who warned they would be killed and "everything burnt".

She said they then fled to the hospital, with the crowd in pursuit, and were forced
to wait for police reinforcements from the mainland while rocks were thrown at the building.

Police allege Wotton turned off the water mains, but he denied the claims today.

The other accused rioters in court today were: David Shane Shepherd, 26, Darren Brian
Johnson, 38, Robert Terrence Nugent, 22, Cedric William Barry, 20, Garrison Brian Sibley,
26, John Major Clumpoint, 40, Lance Gabriel Poynter, 34, Shane Wallace Robertson, 26,
Lester Kenneth Parkinson, 26, Lincon (Lincon) Hector Poynter, 43, David John Bulsey, 52,
Russell Wayne Parker, 30, Richard James Poynter, 32, William Neville Blackmann, 36, Terrence
Kidner, 21, Jason Richard Poynter, 26, Dwayne Daniel Blanket, 26, a juvenile male, 14.

They also were remanded to appear on March 10 next year.

TOKYO, Japan -- The following information was released by the Ministry of Economy, Trade and Industry of Japan (METI):

The Ministry of Economy, Trade and Industry (METI) conducted "FY 2010 Research on Infrastructure Development in Japan's Information-based Economy Society (E-Commerce Market Survey)" to analyze the current state of the Japanese e-commerce market and trends in Internet business in Japan, the U.S. and China. In addition, considering that in recent years there has been a sign of full-scale popularization of trans-boundary e-commerce, through which products are sold from Japan to overseas, a research on the market scale of trans-boundary e-commerce among Japan, the U.S. and China was for the first time conducted by the government under the E-Commerce Market Survey.

As a result, the market scale of e-commerce between Japanese business operators and Chinese consumers was estimated as 96.8 billion yen. The ratio of trans-boundary e-commerce in China increased by approximately 15% compared to the survey in the previous year. Intention of future utilization is high and it is estimated that the market scale will expand to approximately 1.26 trillion yen in 2020. We have found that further growth can be expected for trans-boundary e-commerce.

On the other hand, due to the damage caused by the Great East Japan Earthquake and reluctance in buying because of harmful rumors overseas, etc., a short-term decline of trans-boundary e-commerce is also feared. METI will take action for further promotion of effective use of trans-boundary e-commerce, such as development of an informational website aiming to enable business operators, which engage in trans-boundary e-commerce, to provide correct information to consumers of trading partner countries.

1.Summary of the survey results

Three major points of the survey results are as follows:

The market scale of e-commerce between Japanese business operators and Chinese consumers was 96.8 billion yen. There is plenty room for future expansion of the market scale between Japan and China and it is estimated that the market scale will expand to approximately 1.26 trillion yen in 2020 at a maximum (See the Charts 1-2 and 1-4 of the Outline of the Survey Results).

The market scale of the both B to B EC (Business to Business E-Commerce) and B to C EC (Business to Consumer E-Commerce) in Japan has expanded (B to B [narrow definition] was 169 trillion yen and B to C was 7.8 trillion yen) and recovered to the level before the Lehman shock. The EC ratio, whose increase was slowing down in recent years, has significantly increased (B to B was 15.6% and B to C was 2.5%) and the computerization of commercial transactions further advanced (See the charts 2-1 and 2-2 of the Outline of the Survey Results).

We have conducted questionnaire surveys for targeting consumers who use EC in Japan, the U.S. and China regarding the use of trans-boundary e-commerce. As a result, we saw the trends of active use of trans-boundary EC especially in China, as explained below:

1) The trans-boundary EC ratio has increased in each country, compared to the survey in the previous year. Especially, 58.7% of the EC users in China have experiences of using trans-boundary EC in the past one year (See the Chart 3-1 of the Outline of the Survey Results).

2) Trans-boundary EC is actively used by people in their 30's in each country. Especially, more than 60% of the Chinese male and female EC users, who are in their 30's, are using trans-boundary EC (See the Chart 3-2 of the Outline of the Survey Results).

3) The Chinese consumers have a high future utilization intention ratio for trans-boundary EC and this indicates the possibility of further expansion of the use of trans-boundary EC in the future (See the Chart 3-3 of the Outline of the Survey Results).

4) The Chinese users of trans-boundary EC purchase many goods from Japan, such as clothes, accessories, books and magazines. The ratio of purchasing experiences increased, compared to the survey in the previous year (See the Charts 3-6 and 3-7 of the Outline of the Survey Results).

5) The frequency of Japanese goods purchase by Chinese users of trans-boundary EC is higher compared to the survey in the previous year. More than 60% of the users purchase goods from Japan one or more times a month (See the Chart 3-10 of the Outline of the Survey Results).

6) As the reasons to use trans-boundary EC, many Chinese users cite such factors as good product quality and brand. There is a group of users who are willing to purchase products even if the prices are higher than domestic products (See the Charts 3-13 and 3-14 of the Outline of the Survey Results).

7) Language problems, shipping charges, etc. are commonly cited as the reasons not to use trans-boundary EC (See the Charts 3-1 and 3-2 of the Outline of the Survey Results).

8) The Chinese users of trans-boundary EC recognize and compare products by using a wide variety of media such as the Internet and TV. Safety, place of production and raw materials of products are especially emphasized as the factors of comparison (See the Charts 3-3 and 3-4 and Table 3-17 of the Outline of the Survey Results).

9) More than 70% of the Chinese users of trans-boundary EC have had experiences of price negotiation and more than 60% of the users having such experiences negotiated prices via online conversation (See the Charts 3-18 and 3-20 of the Outline of the Survey Results).

10) Relatively diversified payment methods are used for trans-boundary EC in China, including the widely-used third-party payment services as well as credit cards and account transfers via online banking (See the Chart 3-21 of the Outline of the Survey Results).

11) Large majority of the Chinese users of trans-boundary EC have experiences of information transmission by posting reviews on word-of-mouth communication sites or review sites (See the Charts 3-22 and 3-23 of the Outline of the Survey Results).

12) A large majority of the Chinese users of trans-boundary EC have experience of making inquiries to business operators. The inquiries are especially about specification, function and usage of products. Logistics problems such as delay in deliveries and insufficient packaging are the main reasons for complaints and return of products (See the Charts 3-24 to 3-27 and the Tables 3-5 to 3-7 of the Outline of the Survey Results).

2.Outline of the survey

This survey is the 13th of a series of annual surveys conducted since 1998 and covers e-commerce market trends and actual state of users from January to December 2010.

In cooperation with the Japan Institute for Promotion of Digital Economy and Community (JIPDEC; President: Tsutomu Makino), the survey team conducted literature research, hearings from entrepreneurs and group interviews and questionnaires, etc. for consumers from October 2010 to February 2011.

METI also conducted an actual state survey on the scale and trends of trans-boundary consumer e-commerce market (among Japan, the U.S. and China) and surveyed the consciousness about utilization of the Internet and Internet business trends (in Japan, the U.S. and China).

METI will take action for further expansion of the trans-boundary e-commerce market. Especially, considering the situation where many business operators have directly suffered damage due to the Great East Japan Earthquake which took place in March this year as well as damage caused by harmful rumors regarding the nuclear power plant, etc., we plan to transmit correct information overseas in order to eliminate the harmful rumors and to conduct surveys on effective marketing methods that can be used by individual business operators for international sales, etc.

Challenges for Expansion of Trans-Boundary EC Market Participated in by Japanese Business Operators

Action for harmful rumors caused by the Great East Japan Earthquake

According to the hearings conducted by METI, many small and medium sized business operators engaging in trans-boundary EC have experienced a significant decline of orders from overseas after the earthquake disaster, even in case of business operators located in areas far from the affected area.

However, it is possible that if an EC business operator is capable of efficiently attracting shoppers, who are not influenced by the harmful rumors, from a wide area, the EC business may be more immune to the harmful rumors than business operators engaging in real world transactions. In fact, there is an example of domestic EC business in which products from the affected area sell well.

Improvement of foreigners' awareness of Japanese trans-boundary EC sites

Development of proper transaction environment, through understanding of purchasing behavioral patterns of trans-boundary EC users in each country

For example, according to this survey, more than 70% of the Chinese users of trans-boundary EC have experiences in price negotiation. Such a situation must be considered when developing a trans-boundary EC site aimed at Chinese users.

Elimination of systematic negative effects of trans-boundary EC

Immediate Actions

(We plan to implement these immediate actions within the budgets for FY 2011 project of the infrastructure development in Japan's information-based economy society [430 million yen] and FY 2011 project of the support for effective use of IT with the aim to transform the Asian region into a knowledge-oriented economy [190 million yen])

Development of an information website aiming to enable business operators, which engage in trans-boundary EC, to provide correct information to overseas consumers

Survey and research on effective marketing methods that can be used by trans-boundary EC business operators

Development of systems related to trans-boundary EC, within the framework of bilateral dialogue with Asian countries, etc.

In the previous year, we held dialogues with South Korea, Taiwan and Vietnam with respect to systems related to EC. We will maintain this framework of bilateral dialogue in future and plan to initiate dialogue with China as well.

In cooperation with the Consumer Affairs Agency, etc., we are now studying the dispute resolution system for trans-boundary EC, which is also examined by the UNCITRAL (United Nations Commission on International Trade Law).

Hancock Fabrics Announces First Quarter Results.(Financial report)

BALDWYN, Miss. -- Hancock Fabrics, Inc. (OTC symbol: HKFI) today announced financial results for its first quarter ended April 30, 2011.

Financial summary for the first quarter include:

* Net sales for the quarter were $62.0 million compared to $63.1 million for the first quarter of last year. Comparable store sales decreased 1.3% compared to a 2.0% decrease in the first quarter of last year.

* Operating loss for the quarter was $1.0 million, compared to break-even for the previous year's first quarter.

* Adjusted EBITDA totaled $0.6 million, a decrease of $1.0 million over the first quarter of fiscal 2010.

* Net inventories have been reduced by $6.3 million compared to the same period last year, ending the quarter at $86.7 million.

* At quarter end, the Company had outstanding borrowings under its revolving line of credit of $12.6 million, which is a reduction of $1.1 million compared to the end of the first quarter of fiscal 2010. Additional amounts available to borrow under its revolving line of credit at the end of the quarter were $42.6 million. At quarter end, the balance of the Company's Floating Rate Secured Notes was unchanged at $21.6 million and the warrant discount on the Notes was $5.3 million.

Steven R. Morgan, Interim President and Chief Executive Officer commented, "Our first quarter results were impacted by the investment required to focus on the areas we outlined at the end of the fiscal year. We have made significant progress during the quarter in improving our store presentation, refining our craft business, refocusing our merchandise organization, and expanding our replenishment process. We have also undertaken the liquidation of our aged products. While these activities have come at an initial short term cost, we are positioning our organization for improved fall and winter seasons."

Operating Results

Gross margin for the quarter of 44.2% was a 30 basis point improvement compared to the 43.9% of the prior year's first quarter. This increase reflects a 120 basis point reduction in merchandise cost offset by a 20 basis point increase in freight costs and a 70 basis point increase in sourcing and warehousing.

Selling, general and administrative expenses for the quarter have increased by $0.7 million to $27.3 million (44.1% of sales) from $26.6 million (42.2% of sales) last year. Increases have been driven by additional investment in initiatives to improve our store standards in preparation for the second half of the year.

Store Openings, Closings and Remodels

During the quarter, the Company closed one store and ended the quarter with 264 stores.
